PARTIAL CREDIT GUARANTEE SCHEME.
The Union Cabinet has approved a partial credit guarantee scheme for public sector banks (PSBs) to purchase high-rated pooled assets from financially sound NBFCs and housing finance companies.□ ABOUT :-
◇ The
Union Government had issued the PCG Scheme in the Union Budget this year to provide a
one-time partial credit guarantee to PSBs for purchase of pooled assets of financially sound NBFCs.◇ It
aims to address temporary asset liability mismatches of otherwise solvent NBFCs/HFCs without having to resort to distress sale of their assets for meeting their commitments.
◇ This
pooling would allow NBFCs without them having to resort to distress sale of their assets for meeting their commitments.
□ VALIDITY ◇ The window for
one-time partial credit guarantee offered by GoI will open from the date of issuance of the Scheme by the Government for a period of six months.

incremental 30 lakhs route km of Optical Fiber Cable and increase in tower density from

GOVERNMENT SCHEME - 28■ EMPLOYEES PENSION SCHEME [ AMENDMENT ] SCHEME, 2020.
The Union Ministry of Labour & Employment has informed about the total enrollments under EPS.
□ ABOUT EPS :-
◇ EPS is a
social security scheme that was
launched in 1995 and is
facilitated by EPFO.◇ The scheme
makes provisions for pensions for the employees in the organized sector after retirement at the
age of 58 years.◇ Employees who are
members of EPFO automatically become eligible for EPS.◇ Both employer and employee contribute
12% of employee’s monthly salary (basic wages plus dearness allowance)
to the Employees’ Provident Fund (EPF) scheme.
□ FEATURES OF NEW AMENDMENT◇ EPS pensioners
will get normal pension even after getting a reduced pension due to commutation.
◇ On retirement, if the employee opts for
commutation of pension, a portion is paid as a lump sum based on the commutation factor while on the balance the pension begins.

VIVAD SE VISHWAS SCHEME□ ABOUT :-
◇ Government has introduced
The Direct Tax Vivad se Vishwas Bill, 2020.
◇ Bill is aimed at
resolving direct tax-related disputes in a speedy manner.
◇ In the last budget,
Sabka Vishwas Scheme was brought in to reduce litigation in indirect taxes. It resulted in settling over
1,89,000 cases.
◇ The Vivad se Vishwas Scheme is to do for direct tax-related disputes exactly what Sabka Vishwas did for indirect tax-related disputes.
□ NEED OF SUCH SCHEME ?
◇ At present, there are as many as
4,83,000 direct tax cases pending in various appellate forums i.e. Commissioner (Appeals), ITAT, High Court and Supreme Court.
□ SPECIFICS OF SCHEME◇ A taxpayer would be
required to pay only the amount of the disputed taxes and will get a
complete waiver of interest and
penalty provided he pays by 31st March 2020.◇ Those who avail this scheme after 31st March 2020 will have to pay some additional amount.

SWAMITVA stands for
Survey of Villages and Mapping with
Improvised Technology in Village Areas.◇ Under the scheme, the latest surveying technology such as
drones will be used for measuring the inhabited land in villages and rural areas.
◇ The
mapping and
survey will be conducted in collaboration with the
Survey of India, State Revenue Department and
State Panchayati Raj Department under the Ministry of Panchayati Raj.

Property Cards will be prepared and given to the respective owners.
□ BENEFITS :-
◇ The scheme will create
records of land ownership in villages and these records will further facilitate tax collection, new building plan and issuance of permits.

PRADHAN MANTRI GARIB KALYAN YOJANA.
The Union Cabinet has approved the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) as part of Economic Response to COVID-19.□ FEATURES :-
◇ Under the scheme it is proposed to distribute
9.7 Lakh MT cleaned whole Chana to States/UTs for distribution to all beneficiary households under the
National Food Security Act, 2013 (NFSA).◇ Thus it would
1kg per month free of cost.
◇ All expenses on the extended PMGKAY are to be borne by the
Central Government.
◇ About
19.4 crore households would be covered under the Scheme.
□ BENEFITS :-
◇ Extension of the scheme is in line with the commitments of the GOI to allow anybody, especially any poor family, to suffer on account of non-availability of food grains due to disruption during next five months.

The Ministry of Housing and Urban Affairs has launched a micro-credit facility for street vendors under the Swanidhi Scheme.□ ABOUT :-
◇ The Pradhan Mantri Street Vendor’s Atmanirbhar Nidhi Scheme is aimed at benefiting over
50 lakh vendors who had their businesses operational on or before March 24.
◇ The scheme was announced by Finance Minister as a part of the economic package for those affected by the COVID-19 pandemic and lockdown.
□ BENEFICIARIES◇ This loan will be given to those who run shops on the
roadside, handcart or
streetcar.
◇
Fruit-vegetable, laundry, saloon and
paan shops are also included in this category.
□ FACILITIES PROVIDED :-
◇ The vendors will be able to apply for a working capital loan of up to
₹10,000, which is
repayable in monthly installments within a year.
◇ On timely/early repayment of the loan, an interest
subsidy of 7% per annum will be credited to the bank accounts of beneficiaries.
