It has been suggested that although virus mutations are common a virus mutating to become more deadly is rare among the total possible mutations. Lastly, the report places emphasis on children being the ‘under-vaccinated cohort’ as reason for a pandemic declaration to be in place. This is contradictory to evidence provided in the report that children are not vulnerable to the COVID-19 virus.  The report provides statistics which confirm that while a small percentage of children have been hospitalised, there are no fatalities. There should be no pressure to vaccinate children. The report repetitively indicates that vaccines are not wholly effective and concerns regarding adverse side effects have not been adequately addressed.

After 20 months (ongoing) of the harshest and longest restrictions globally and achieving the highest vaccine rates in the world, this report highlights the failures and inconsistencies of the Victorian Government instead of the absolute necessity for a pandemic declaration to be made
