Planned food shortage
An extreme drought (after dumping water into the ocean) leaves hydroelectric power plants out of business, and farmers are massively left with unseeded fields (as a result, there is no food):
"I have land, I have people. I have everything, but no water. I can't do that," said Del Bosque, a 73-year-old farmer from Firebaugh, California.
