The President of Armen Sarkissian considers the current constitution of the country absolutely ineffective. According to him, it does not provide an opportunity to attract professionals-technocrats from the Diaspora to the administration of the republic.
Sargsyan is sure that the crisis in the country is of a governance nature, and the way out of it is possible only with the help of a professional force from abroad.
That is, technocrats are needed instead of politicians, but politicians, as the president says, do not go to change the constitution - "it is har for them to give up their chair."
