MOM, TADM and TAFEP have released the latest Employment Standards Report, highlighting tripartite efforts to help employers and employees resolve employment disputes and improve employment practices.

1 Jan 2019 - 30 Jun 2020: 90% of employees fully recovered owed salaries ($23 million in total) with help from TADM and Employment Claims Tribunal.

New self-help Key Employment Terms (KETs) Tool to help employers and employees check and verify that their contractual terms on working hours and salary payments in accordance with the Employment Act.

The Government has accepted recommendations by the International Advisory Panel (IAP) for Workplace Safety and Health, on how Singapore should position its WSH strategy in a post-COVID world.

The recommendations are:

Go beyond traditional occupational health issues to cover infectious disease prevention in the workplace
Improve workplace mental health support
Not to neglect accident prevention even as attention is focused on COVID-19 measures

MOM will continue to work closely with tripartite partners and industry stakeholders to apply the IAP's recommendations, as we strive towards improving Singapore's WSH in a post-COVID world.

Launch of the Tripartite Advisory (TA) on Mental Well-being at Workplaces

MOM, NTUC and SNEF have issued an advisory to provide guidance on how employers can support their employees' mental well-being. The advisory also includes resources employers, employees and self-employed persons can tap on.

Key recommendations in the TA
Appoint mental wellness champions to raise employees' awareness of mental well-being and mental health conditions
Provide access to counselling services such as Employee Assistance Programmes (EAPs)
Train managers to spot signs of mental distress
Recognise the need for employees to have adequate rest outside working hours

Learning Report for Fatal Accident Involving Failure of Tower Crane

About the incident (4 Nov 2019)
- A tower crane was lifting a bundle of scaffolding material at a worksite along Tan Tock Seng Link when its jib failed
- Load & hook block of the tower crane plummeted to the ground, killing a worker & injuring another

Learning report
- MOM consulted industry stakeholders & published a Learning Report to alert industry on the learning points & prevent recurrences
- We found that tower crane’s Erection Ropes are at risk of becoming entangled with the fixed structure of the crane during lifting operations, which can prevent the jib from being lowered properly

MOM recommends to:
Eliminate risk of entanglement by removing or disconnecting Erection Ropes after the jib installation, instead of leaving them on the crane
Adopt safe practices in the installation, dismantling, maintenance, & operation of tower cranes
