If you have ever placed water in a pot, then placed the pot on a stove that was on, then you know that the adage is false. The water ALWAYS boils! What, then, is the meaning of this adage that is so common it is almost trite? It means that time does not seem to pass for a person that is anxious for something to occur.

That is true. Does you hair grow? Watch it. Can you see it grow while you stare at it? How tall were you when you were three? How tall are you now? Did you ever observe yourself actually grow? No, you simply measured a difference over time.
