Thia has posted a quite cryptic post on the Ingress Community Forum. It states that the NIA (the Niantic Investigation Agency, the lore related one) has received clearance to experiment with cross-links under certain circumstances.

We are unsure about the meaning of the post. This may be a storyline cover for some experimentation on Ingress or the introduction of a new mechanic to the game. In any case, keep us updated in the comments about any unexpected phenomenon regarding cross-links!

EDIT: Vanguard @Azhreia shared with us that the circumstance mentioned in the post is the reset of spoofed Portals by Niantic. If the Portal is eligible for reset, the links attached to it will also be reinstated, no matter if they cross other existing links.
