Telegram implemented new feature, anonymous group admins. Messages from anonymous admins are visible as messages writeen by group anonymous bot. I have updated all bots to recognize that group anonymous bot as group admin.

Now it gives can add users permission to user who passed the test. I hope that will solve the problem that every new users which passed the test is added to exception list because default set of permissions in almost every chat include can add users permission. Now bot gives same permissions as in default set so user passed the test should not be placed into exception list.
