Plastic Waste Management Amendment Rules

The new Plastic Waste Management Amendment Rules has been acknowledged by the centre.

It prohibited the manufacture, sale and use of some single-use goods made with plastic, polystyrene.

Background:

The Plastic Waste Management Amendment Rules notified by the Centre recently acknowledge the gravity of pollution caused by plastic articles of everyday use, particularly those that have no utility beyond a few minutes or hours.

In 2018, India won praise globally for asserting on World Environment Day that it would eliminate all single-use plastic by 2022, a theme that the Prime Minister has stressed more than once.

The Central Pollution Control Board has reported that 22 States have, in the past, announced a ban on single-use plastic;

But this has had little impact on the crisis of waste choking wetlands and waterways and being transported to the oceans to turn into microplastic.

About the Plastic Waste Management Amendment Rules of 2021:

The Environment Ministry notified the Plastic Waste Management Amendment Rules, 2021, which prohibit specific single-use plastic items which have low utility and high littering potential by 2022.

Under the new rules from July 2022, the manufacture of a range of plastic products will be banned. These include

Earbuds with plastic sticks

Plastic flags, Ice-cream sticks, Thermocol for decoration, Plates &Cups.

Wrapping or packaging films around sweet boxes,

Invitation cards, and cigarette packets.

Objective:

With effect from 30th September 2021, the thickness of plastic carry bags has been increased from fifty microns to seventy-five microns and to one hundred and twenty microns with effect from the 31st December, 2022.

This will also allow the reuse of plastic carry due to increasing thickness.

Exemption:

Plastic packaging waste is not yet covered under the phase-out of single-use plastic items.

It shall be collected and managed in an environmentally sustainable way through the Extended Producer Responsibility of the Producer, importer and Brand owner (PIBO), as per Plastic Waste Management Rules, 2016.

For effective implementation of Extended Producer Responsibility, the Guidelines for Extended Producer Responsibility being brought out have been given legal force through Plastic Waste Management Amendment Rules, 2021.

A draft outlining the way forward was issued in March and involved amending the Plastic Waste Management Rules, 2016.

Currently, the rules prohibit the manufacture, import, stocking, distribution, sale and use of carrying bags and plastic sheets less than 50 microns in thickness in the country.

There is a ban on sachets using plastic material used for storing, packing or selling gutkha, tobacco and pan masala.

Challenges:

At about 34 lakh tonnes generated in 2019-20, India has a staggering annual volume of plastic waste, of which only about 60% is recycled.

India’s policies on environmental regulation are discordant, lofty on intent but feeble on outcomes, and plastic waste is no different.

Lack of Recyclable infrastructure: Considerable amounts of plastic waste cannot be recycled because of lack of segregation, leading to incineration, while mixing newer types of compostable plastic will confound the problem.

Microplastic is already found in the food chain, and governments must act responsibly to stop the scourge.
Extended Producer

Responsibility:

EPR is a policy approach under which producers are given a significant financial and physical responsibility (with respect to segregation and collection of waste at the source) for the treatment or disposal of post-consumer products.

Assigning such responsibility could in principle provide incentives to prevent wastes at the source, promote product design for the environment and support the achievement of public recycling and materials management goals.

World's 2nd-largest refurbished gene bank inaugurated

The centre was inaugurated at National Bureau of Plant Genetic Resources, Pusa in New by Delhi Agriculture and Farmers Welfare Minister.

The Gene Bank was established in 1996 to preserve the seeds of Plant Genetic Resources for future generations.

It has the capacity to preserve about ten lakh germplasm in the form of seeds.

Gene Bank

Gene banks are repositories where biological material is collected, stored, catalogued and made available for redistribution.

The main role of plant gene banks is to preserve genetic diversity, in the form of seeds or cuttings in the case of plants reproduced vegetatively, and subsequently make this material, together with associated information, available for future use in research and plant breeding.

Gene banks are sometimes also referred to as an ex-situ conservation facility (because biological materials are conserved outside their natural habitat).

National Bureau of Plant Genetic Resources

The ‘Division of Plant Introduction’ (estd 1961) was upgraded as ‘National Bureau of Plant Genetic Resources’ (NBPGR) in 1977 on the recommendations of the ‘High Level Committee’ set up in 1970.

It is one of the Indian Council of Agricultural Research (ICAR) Institutes.

It is a nodal organisation in India for management of Plant Genetic Resources (PGR).

NBPGR played a pivotal role in the improvement of various crop plants and diversification and development of agriculture in India through germplasm introduction from various institutes/organizations located in foreign countries and germplasm collection from within the country and abroad and conservation thereof.

National Gene Bank (Plant)

National Gene Bank was notified in 1996-97.

It is housed in National Bureau of Plant Genetic Resources (NBPGR), New Delhi.

Purpose: To conserve the Plant Genetic Resources (PGR) for future generations in the form of seeds, genomic resources, pollen etc.

It stores different crop groups such as cereals, millets, medicinal and aromatic plants and narcotics, etc.

Presently, it is protecting four lakh 52 thousand accessions, of which over two lakh are Indian germplasm.

6,808 deaths due to hydro-meteorological calamities in 3 years


In a written reply to a question, MoS (Home) informed the Lok Sabha that a total of 1989 lives were reported by the states and Union Territories on account of hydrometeorological disasters during 2020-2021.

According to the Ministry, hydro-meteorological calamities/hazards include flash floods, cloudbursts, and landslides.

Under the Disaster Management Act, States are empowered to take action to prevent deaths due to natural calamities.

Key points:

West Bengal has recorded the highest deaths among all States.

West Bengal recorded 964 deaths in 3 years, which amounts to 14% of deaths due to hydro-meteorological calamities.

According to the School of Oceanography, Jadavpur University, the State is susceptible to both landslides, cyclones and floods

The lowest number of deaths were reported from Union Territory of Puducherry, Goa, and Tripura.

Madhya Pradesh recorded 833 deaths, followed by Kerala 708 in the same period, mainly caused by floods.

According to the Geological Survey of India (GSI), during the monsoon period from April to October, in Western Ghat terrains from April to December, landslide incidences occur in almost all landslide-prone areas.

In most cases, these landslides are triggered by extreme rainfall events or cloudbursts.

The damage caused by cyclone Yaas, which made a landfall in north Odisha in May 2021, was more to West Bengal than in Odisha.

Hydro-meteorological calamities:

Hydro-meteorological calamities are the result of natural processes or phenomena of atmospheric, hydrological or oceanographic nature such as floods, cyclones, desertification, etc

According to the National Institute of Disaster Management, major hydro-meteorological calamities comprises:

Flood

Drought

Landslide

Cyclone

Avalanche

Heatwave

Coldwave

Geological Survey of India (GSI)

GSI’s main function is creation and updation of national geoscientific information and mineral resource assessment.

It was set up in 1851 primarily to find coal deposits for the Railways.

Presently, it is an attached office to the Ministry of Mines.
