Just for Information: Central Government has accepted the recommendations of the 15th Finance Commission (FC) regarding the tax devolution of 41% (of Divisible pool of taxes) to the States but is yet to accept the recommendations regarding the Grants-in-aid which is offered in addition to the 41%. The 15th FC has increased the Grants-in-aid to the States for the cycle 2021-26 because the Cess and Surcharge has increased to 19.9% in 2020-21 from 10.4% in 2011-12 in the Gross tax revenue of the Centre and it does not form part of the divisible pool (41%).
