Hamas is making an effort to signal that it's heading towards an escalation between Israel and the people of Gaza
Over the past week, Hamas media channels (both official and less official) have been called to arms, to convey to Israel that their patience is running out.
Issues like the Qatari funds, the opening of crossings as was before the last round of fighting, and the restoration of Gaza, are stuck. Hamas has no achievements to present to its citizens and time is running out.
The "Al-Akhbar" newspaper, serving as Hamas' mouthpiece, published several articles this week aimed at the Israeli audience, the latest of which spoke of a gradual return to a "popular" violent resistance by the people of Gaza (as opposed to a confrontation between the IDF and Hamas).
Yesterday, Hamas spokesman Hazem Qassem publicly announced:
"The Palestinian people have options to lift the siege over the Gaza Strip. Our top priority is the mediation efforts with Egypt, but if Israel persists we will not be idle. Our people are in a state of struggle to lift the siege over the Gaza Strip."
In Gaza, calling for a violent "popular" activity usually means things such as releasing incendiary and explosive balloons towards Israel, nightly harassment activities, violent activities on the border fence, and events such as the "return marches" which stopped during 2019 with the entry of the Qatari funds.
Hamas is now with its back to the wall still its main threats are focused on "popular activity."
The deterrence created by operation "Guardians of the Walls" is preventing Hamas from threatening Israel with rocket launches. Right now, another round of fighting with Israel will most likely only damage Gaza and Hamas' image even further, resulting in more internal pressure on the organization.
It's possible that if the issue of Qatari funds isn't resolved soon, that Hamas will try to increase the pressure on Israel using its tool of "popular violence". Unlike their name, these activities aren't "spontaneous" at all but rather organized and funded by Hamas.
