2022-01-20 06:42:01 Niantic has posted a FAQ on Kureze Effect and RGNN summarized what's new for you:

A new metric Kureze Effect will appear in Events section of Scanner profile.
Interact 10 Battle Beacons during January - March event periods will earn the medal. *Recharge counts
The faction scores most points during Jan - Mar wins.

Everyone are XM sensitive agents thus can join the event…
A new ornament will appear on portals Jan 22, Sat, 14:30 local, 24 hours before NIA deployment window to let agents know which portals will be deployed.

2022-01-14 05:54:45 Some key features of the Kureze Effect Phase 1:

NIA official beacons will be deployed by NIASection14 at 1430 to 1730, Jan 23 local time. NIA deployed beacon will be scored with weight of 10.
Agents deployed beacon will be scored with weight of 1, and needs to be between 1100, Jan 22 to 1100 Jan 24, UTC time.
Agent who interacted with at least 10 Battle Beacons, official or not, during Kureze Effects Phases across three months will have the medal when they reach it.
Kureze Effect medal will be single tier, and placed among other anomaly medals.
