This significant decision was taken today, as Memorandum of Agreement were signed between these six AIIMS and CGHS, Union Health Ministry in the presence of Shri Rajesh Bhushan, Union Health Secretary.
Patient care facilities available at 6 fully functional AIIMS at Bhopal, Bhubaneswar, Patna, Jodhpur, Raipur and Rishikesh shall be extended to the CGHS beneficiaries on cashless basis. It will be particularly beneficial for the senior citizens (retired pensioner beneficiaries of CGHS) who find it difficult to submit individual reimbursement claims and follow up approvals. The CGHS beneficiaries will have the advantage of accessing state of art treatment facilities available in these AIIMS, without the hassle of first making payments and then seeking reimbursements from CGHS. This initiative will save time, reduce paperwork and also delays in settlement of individual claims. Till now, CGHS pensioner beneficiaries, availing treatment at AIIMS, are required to first make payment and claim reimbursement later from CGHS.

The salient features of this initiative are as under:

1.
1. The CGHS Pensioners and other entitled categories of CGHS beneficiaries will be eligible for cashless treatment in OPD, investigations and Indoor treatment at these 6 AIIMS.

2.
1. These 6 AIIMS shall raise credit bills of CGHS Pensioners and other categories of eligible beneficiaries to CGHS and CGHS shall preferably make payment within 30 days of receipt of the bills.

3.
1. Admission of the CGHS beneficiary shall be made only against production of valid CGHS Beneficiary ID Card for the treatment at AIIMS.

4.
1. AIIMS shall create a separate Help Desk and a separate accounting system for CGHS beneficiaries.

5.
1. Medicines prescribed by the doctors at AIIMS, for OPD treatment or at the time of discharge from AIIMS, will be collected by the beneficiaries through CGHS.
The Health Secretary lauded this development stating “CGHS is a significant service-oriented vertical of the Health Ministry through which existing and retired employees can avail medical services. He further added that “the government endeavors to expand the number of hospitals empaneled under CGHS providing excellent tertiary care facilities aligned with the rising requirements of the patients.” He also stated “in the near future the AIIMS institutions established in New Delhi, Post Graduate Institute of Medical Education & Research Chandigarh and Jawaharlal Institute of Postgraduate Medical Education and Research, Puducherry will be incorporated in this agreement.”

Shri Rajesh Bhushan elaborated that “a big segment will benefit from this agreement, as it seeks to ease the lengthy formalities and expedite access to medical care.” He noted that will also widen the reach of CGHS services across the nation, as this agreement allows the beneficiaries to avail the CGHS beneficiaries from the AIIMS institutions in their respective states. He further added that CGHS has upwardly revised certain rates of treatment and medical care, further aiding access of treatment facilities for patients.

Clarificatory note on issue related to ‘Draft Regulations on Accuracy of Metering & Billing System, way forward for light touch regulations’:

* The proposed Regulations, in fact, reduce the burden of service providers in terms of number of audits being conducted in a year. Instead of auditing each LSA in each quarter, audit is proposed on yearly basis which means each LSA is to be audited only once in a year (reduction of 75 per cent efforts).
* Emphasis has been given to the audit of centralised system rather than reaching to each LSA and duplicating audit of each plan. Now, LSA audit will be subjected to only those plans which are not subjected to the centralised audit.
* Provisions have been made for self-correction of errors by the service providers. If the corrective actions are taken in time by service providers, then no financial disincentives will be imposed. A self-certificate in this regard will meet the audit requirement.
* The audit methodology currently in practice does not represent all segments of pre-paid customers, which contribute almost 95 per cent of the total customer base. Plans selection process has been rationalised to get a proper representation of all types of plans. However, in this case also, total quantum of samples will be similar to earlier quantum.
* Though TRAI acknowledges that most of the plans offered are on unlimited basis, however each plan has got fair usage policy (FUP) limit which determines the quality and quantity of usage of service by the consumers. To have a continued confidence of consumers towards service provider and the regulator, it is essential to continue the audit process.
* Efforts have been made to encourage service providers to refund overcharged amount, if any detected during the audit, to the customers promptly. Accordingly, the impact of financial disincentives has also been rationalised.
* Confidence built up on system accuracy through audit process shall further reduce burden of LSA audit on the Service Providers.
The TRAI clarificatory note on issue related to ‘Tariff plan verification’:

* Examination of tariff offers filed by telecom companies are being done by Authority in a routine manner to ensure compliance of same with extant regulatory provisions.
* Examination of Tariff is in vogue for last many years since inception of TTO in the year 1999.
* There is no special drive being undertaken by TRAI to probe all the past tariff plans filed by telecom companies except those specific plans under examination.
* Any tariff may be subjected to fresh examination as per statutory mandate of the Authority on receipt of complaint of non-compliance to regulatory principles, including allegation of predatory nature of tariff by any stakeholder including TSP(s).
* On receipt of specific complaints of alleged predation by few TSPs, the matter is under examination and appropriate action as per regulatory provisions will be taken.

Dear Sir/Madam,

₹2000 Denomination Banknotes – Withdrawal from Circulation; Will continue as Legal Tender

₹2000 denomination banknote was introduced in November 2016 under Section 24(1) of RBI Act, 1934 primarily to meet the immediate currency requirement of the economy after withdrawal of the legal tender status of all ₹500 and ₹1000 banknotes in circulation at that time. With fulfilment of the objective of introduction of ₹2000 denomination and availability of banknotes in other denominations in adequate quantity, printing of ₹2000 banknotes was stopped in 2018-19.

2. Further, majority of the ₹2000 denomination notes were issued prior to March 2017, have completed their estimated lifespan and are not observed to be commonly used for transactions anymore. Therefore, it has been decided that, in pursuance of the “Clean Note Policy” of the Reserve Bank of India, the ₹2000 denomination banknotes shall be withdrawn from circulation. The ₹2000 banknotes will continue to be legal tender.

3. Accordingly, to implement the decision stated above, the following plan of action has been formulated which, the banks shall follow meticulously:

A. Handling of existing stock and receipts

1.
All banks shall discontinue issue of ₹2000 denomination banknotes with immediate effect. ATMs/Cash Recyclers may also be reconfigured accordingly.

2.
Banks holding Currency Chests (CCs) shall ensure that no withdrawal of ₹2000 denomination is allowed from the CCs. All balances held in the CCs shall be classified as unfit and kept ready for dispatch to respective RBI offices.

3.
All banknotes in this denomination received by the banks shall be sorted immediately through Note Sorting Machines (NSMs) for accuracy and genuineness and deposited in the currency chests under the Linkage Scheme or kept ready for dispatch to the nearest Issue Office of RBI.

4.
The instructions contained in our Master Direction dated April 03, 2023 on detection, reporting and monitoring of counterfeit notes shall be meticulously followed.
B. Facility for Deposit and Exchange

1.
The facility for deposit and/or exchange of ₹2000 banknotes shall be available for members of the public up to September 30, 2023.

2.
Deposit of ₹2000 banknotes into accounts maintained with all banks can be made in the usual manner, that is, without restrictions and subject to compliance with extant Know Your Customer (KYC) norms and other applicable Statutory requirements. The banks shall also be required to comply with Cash Transaction Reporting (CTR) and Suspicious Transaction Reporting (STR) requirements, where applicable.

3.
The facility for exchange of ₹2000 banknotes shall be provided to all members of the public by all banks through their branches.

4.
With a view to minimise inconvenience to the public, to ensure operational convenience and avoid disruption of the regular activities of bank branches, all banks may exchange ₹2000 banknotes upto a limit of ₹20,000/- at a time.

5.
Business Correspondents (BCs) may also be allowed to exchange ₹2000 banknotes upto a limit of ₹4000/- per day for an account holder. For this purpose, banks may, at their discretion, enhance the cash holding limits of BCs.

6.
To give time to the banks for preparatory arrangements, members of the public have been requested to approach the banks/branches from May 23, 2023 for availing exchange facility. Deposit of ₹2000 banknotes may continue as per the normal ba[...]
