1. The appellant is aggrieved by the judgment dated 31st May, 2022 passed by the High Court of Judicature at Allahabad, Lucknow Bench upholding the order dated 9th December, 2020 passed by the Central Administrative Tribunal, Principal Bench, that had turned down the challenge laid by him to an order dated 27th September, 2019, passed by the Central Board of Direct Taxes, Department of Revenue, Ministry of Finance, Government of India communicating the decision of the President of India to compulsorily retire him, in exercise of powers conferred under Rule 56(j) of the Fundamental Rules.
FACTS OF THE CASE
2. The present case has a chequered history with multiple rounds of litigations spewed between the appellant and the respondents. To have an overview of the matter, we may briefly refer to some facts relevant for deciding the present Appeal. The appellant was a Permanent Commissioned Officer in the Indian Army, inducted in the year 1980. Due to a physical disability suffered by him in the course of Army operations, he was demobilized and released from service. In the year 1989, the appellant qualified the Civil Services Examination. He was appointed as an Officer and allocated to the 1990 Batch in the Indian Revenue Service. In due course of his service, the appellant was promoted to higher posts and on 12th January, 2012, he was promoted to the rank of Commissioner, in the Department of Income Tax. On 7th July, 2014, the appellant was selected and empanelled for appointment as a Member of the Income Tax Appellate Tribunal by the Selection Committee headed by a sitting Judge of the Supreme Court nominated by the then Chief Justice of India. On 15th July, 2015, the respondents forwarded the name of the appellant to the Appointments Committee of the Cabinet along with his vigilance clearance for appointment as Member (Accountant), ITAT. In the year 2016, the appellant was empanelled by the ACC for appointment as Joint Secretary to the Government of India. From the year 2017 onwards, started a saga of litigations between the appellant and the respondents, as a result whereof, his appointment as a Member of the ITAT, did not mature.
3. The first hurdle he faced was an adverse Intelligence Bureau report. This made the appellant approach the Tribunal for relief. Vide judgment dated 10th February, 2017, the Tribunal disposed of the Original Application filed by the appellant with a direction issued to the respondents to resubmit his adverse IB Report to the Selection Committee for it to take a final view on his appointment to the subject post. The said judgment passed by the Tribunal was assailed by the respondents in a writ petition before the High Court, which came to be dismissed on 30th May, 2017, with further directions issued to make the entire process of reconsideration of the appellant’s candidature by the Selection Committee, timebound. The Petition for Special Leave to Appeal preferred by the respondent – Union of India against the order dated 30th May, 2017 passed by the High Court, was also dismissed by this Court on[...]

The Department of Posts in India has directed all its operative offices, including post offices, mail offices, PSDs, and MMS units, to shift to Aadhar linked biometric attendance.
This comes as a result of a DoPT instruction dated 21-11-2014, which mandated the use of Aadhar linked biometric attendance in all Central Government and its subordinate offices throughout the country. The directive specifies that the Aadhar numbers of all employees in operative offices be obtained and registered on the Biometric Attendance System of NIC by 30th May 2023.
The cost of procuring fingerprint scanners may be booked under Non-scheme OE/OC of Post offices. Technical support for this exercise shall be provided by Sh Sudidhi Das, Director (IT) NIC Dak Bhawan.

Sir/Madam,

Kindly refer to DoPT instructions dated 21-11-2014 (copy enclosed) making it mandatory to use Aadhar linked biometric attendance in all Central Government and its subordinate offices throughout the country. It has been seen that operative offices of the Department are yet to shift to Aadhar linked biometric attendance, in toto.All Circles are therefore directed to immediately start Aadhar linked biometric attendance in all Departmental Post offices, Mail offices, PSDs, MMS units etc. In case, fingerprint scanners are required to be procured, the same may be procured from GeM on priority. The cost of such finger print scanners is not much and the entire expenditure can be booked under Non scheme OE/OC of Post offices.
The Aadhar numbers of all employees in operative offices may kindly be immediately obtained and registered on the Biometric Attendance System of NIC, in a time bound manner, latest by 30th May 2023. Sh Sudidhi Das, Director (IT) NIC Dak Bhawan (sudidhi [at] nic.in, 9810357708) shall provide technical support to Circles in this exercise.

Consumer Price Index for Industrial Workers (2016=100) – March, 2023
The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of March, 2023 is being released in this press release.
The All-India CPI-IW for March, 2023 increased by 0.6 points and stood at 133.3 (one hundred thirty three point three). On 1-month percentage change, it increased by 0.45 per cent with respect to previous month compared to increase of 0.80 per cent recorded between corresponding months a year ago.
The maximum upward pressure in current index came from Fuel & Light group contributing 0.25 percentage points to the total change. At item level, Cooking Gas/LPG, Fire wood and Chips, Hospital/Nursing Home Charges, Medicine Allopathic, Motor Cycle/Scooter Mopad, Toilet Soap, Tooth Paste, Arhar Dal, Cow Milk, Dairy Milk, Fish Fresh, Pure Ghee, Apple, Banana, Cauliflower, Brinjal, Cabbage, Bitter Guard, French bean, Lemon, Peas, Cumin Seed/Jira, Cooked Meal are responsible for the rise in index. However, this increase was largely checked by Wheat Atta, Rice, Potato, Onion, Drum Stick, Lady Finger, Tomato, Grapes, Soyabean Oil, Sunflower Oil, Mustard Oil, Cotton Seed Oil, Poultry Chicken, Egg-Hen etc. putting downward pressure on the index.
At centre level, Ahmedabad recorded a maximum increase of 3.3 points followed by Jamshedpur and Gurugram with 3.2 and 3.1 points respectively. Among others, 3 centres recorded increase between 2 to 2.9 points, 23 centres between 1 to 1.9 points and 43 centres between 0.1 to 0.9 points. On the contrary, Salem recorded a maximum decrease of 1.4 points followed by Tirunelveli and Tripura with 1.1 and 1 point respectively. Among others, 9 centers recorded decrease between 0.1 to 0.9 points. Rest of four centers index remained stationary.
Year-on-year inflation for the month stood at 5.79 per cent compared to 6.16 per cent for the previous month and 5.35 per cent during the corresponding month a year before. Similarly, Food inflation stood at 5.02 per cent against 6.13 per cent of the previous month and 6.27 per cent during the corresponding month a year ago.
The next issue of CPI-IW for the month of April, 2023 will be released on Wednesday, 31st May, 2023. The same will also be available on the offrce website www.labourbureau.gov.in.

Sub: Implementation of the recommendations of Seventh Central Pay Commission: Cash Handling and Treasury Allowance - Clarifications.
A reference has been received in the Directorate seeking clarification regarding admissibility of Cash Handing and Treasury Allowance on DOPT OM No - 4/6/2017-Estt. (Pay ID Date 18.01.2019 circulated vide Directorate letter No. 06-04/2018-PAP dated 22.01.2019, on the following issues from Chief Postmaster General Mumbai vide his letter No. Estt/19-1/Cash Handling Allowance/2008-14 dated at Mumbai 28.06.19.
02. The matter has been considered in the Directorate and clarified the queries are as under.

Query No.1. Whether the revised rates of 7 CPC for Cash Handling Allowance and Treasury Allowance are also applicable for cash handling to the Sub Postmasters in single and double handed Post Offices and to those Sub Postmasters in Post Offices where there is no separate Treasury is justified.

Clarification: Not applicable. Already clarified in para 2 (iv) and (v) of DOPT OM No. 4/6/17- Estt. (Pay-II) dated 18.01.2019.
Query No.2: Whether Rs. 700 rate of Cash Handling Allowance and Treasury Allowance is to be granted directly to all eligible operative staff as it fixed for amount <=5
Clarification: As per para 2(i) of the said OM dated 18.01.2019" the Cash Handling and Treasury Allowance should be reviewed every financial year."
Query No.3. Whether Cash Handling Allowance and Treasury Allowance will be allowed to all Treasurers in big offices if more than one Treasurer is working in those offices.
Clarification: No. Already clarified in pars 2(vi) of the of the aforesaid mention OM dated 18.01.2019 that "not more than one official should be allowed the Cash Handling Allowance and Treasury Allowance in an office."
