The Presidential cabinet has withdrawn the nomination of former Army Captain Victor FeIismino Carneiro as Director-General of ABIN, the Brazilian Intelligence Agency. As Bastidor revealed yesterday (Tuesday), the nomination of Carneiro had been stuck in the Presidency for weeks.
Today's Official Gazette (13ABBR2022) contains the appointment of Carneiro as deputy director of ABIN. He was the agency's superintendent in Rio. He was nominated by Alexandre Ramagem, former head of ABIN and trusted delegate of the Bolsonaro family. Ramagem will be a candidate in Rio.
It is, therefore, a maneuver, not a day-to-day operation. As deputy director, Carneiro will be able to hire ABIN without having to go through the rigors of a congressional inquiry - which would happen if he were confirmed as director-general. O Bastidor anticipated that Bolsonaro has been warned that Carneiro's name faces serious obstacles (internal and external). It could cause immense problems if considered in the Senate.
The expedient aims to keep Ramagem's group, known as the 'PF group', in charge of the agency" even if in a precarious way. They are people loyal to the president's family, but strangers to the ABIN corps. Intelligence officials are outraged with the caplure of the agency and the conduct of its work since Ramagem took office.
The agency's professionals are worried about the absence of a director-general - and a director-general qualified for the job. They say that the precariousness resulting from this arrangement, associated with the type of work currently privileged at ABIN, puts state intelligence activities and national security at serious risk.
