Ontario Provincial Police: 2 New Changes To Recruitment

On April 25th, 2023, the Ontario government announced new measures to increase police recruitment numbers.

These measures include the elimination of the post-secondary education required to be hired as an officer and the coverage of mandatory training costs.

Premier Doug Ford stated that the province needs more police officers to address the increasing number of major crimes, such as auto thefts, break-ins, and random acts of violence.

The changes aim to remove barriers that may prevent people with different life experiences from joining the police force.

The Community Safety and Policing Act 2019 will also be amended to make a high school diploma or equivalent sufficient education for the purpose of being hired as a police officer.

Currently, applicants to many municipal police services require a post-secondary education credit to be considered for employment as an officer. Ontario will add 140 new police recruits in 2023 and 420 by the end of next year, with no post-secondary requirement to become an officer.

The province will cover tuition costs of approximately $20 million for the next three years, and every officer must complete 66 days of basic constable training at the Ontario Police College.

Chief Demkiw stated that the Toronto Police Service is having difficulty keeping up with the increasing demands of a growing city.

“Like police services across Canada, we are working hard to recruit, select, hire, and train new police constables.

But this takes time, and there are often barriers to getting new officers deployed and on the road,” he told reporters.

“We need support in recruiting and training and welcome the news from the province.”

The changes will potentially open the doors for many who may not have had the opportunity to apply for a police officer position due to the post-secondary education requirement.

With the coverage of mandatory training costs, it may provide an avenue for more individuals to enter into the profession. Critics Raise Concerns About Elimination of Post-Secondary Education Requirement for Police OfficerWhile the Ontario government’s decision to eliminate the post-secondary education requirement for police officers has been welcomed by some, others have raised concerns about the potential consequences of lowering educational requirements for police officers.

One of the main concerns is that it may lead to a less qualified police force. NDP Leader Marit Stiles expressed concern about the “watering down of education requirements.”

She argued that the police force needs more support and training to perform their jobs properly, including critical thinking skills.

In response to these concerns, Toronto Police Chief Myron Demkiw stated that although a post-secondary education is beneficial, it is not necessarily the most important factor when hiring police officers.

“We look for life experience, we look for communication skills, we look for the ability to problem-solve and critically think, we look for good judgment, and the ability to work in a team environment.

These are things that are not necessarily taught in a post-secondary environment,” he said.

Another concern is that eliminating the post-secondary education requirement may create a perception that the police force is lowering its standards to fill vacancies.

Canada Announces New Measures In Response To Sudan Conflict

On April 24, 2023 immigration minister of Canada announced special measures for Sudanese temporary resident in Canada who may not be able to return home owing to the rapidly deteriorating circumstances in their country.

The Canadian immigration department will set new immigration measures allowing Sudanese to apply for an extension of their stay in Canada.

Furthermore, IRCC will allow the citizens of Sudan to switch between temporary streams, continuing their studies, work, or family visits free of cost. More details will be made public in upcoming days.

For Canadian citizens and permanent residents in Sudan who want to leave, Canada will also eliminate the expenses for passports and travel documents for permanent residents.

The Government of Canada will prioritize the processing of complete temporary and permanent residence applications from those who are still in Sudan.

This will make it easier for individuals remaining in Sudan to apply for asylum and travel once it is safe to do so.

All other eligibility and admissibility conditions will still apply to those qualified for expedited processing.

The IRCC is prepared to send more officers to the region to assist those already on the ground with immigration-related activities.

At the Emergency Watch and Response Centre in Ottawa, Global Affairs Canada has more than 110 surge capacity responders on ready to receive calls and emails from Canadians in Sudan seeking aid and guidance.

As of 1 p.m. on April 25, 1703 Canadians were listed as being in Sudan with Global Affairs Canada, with 573 requesting assistance in leaving the country.

The Government of Canada has arranged the departure of over 100 Canadians with the assistance of their allies.

To enable departure assistance, Canadian officials are in contact with Canadian residents who are presently in Sudan, providing them with vital information regarding evacuation possibilities.

Global Affairs Canada also announced that personnel from the Canadian Armed Forces (CAF) and military aircraft from Canada have been sent to the region.

In a complex and changing security environment, Canada continues to military planning and the CAF is aiding with transportation operations.

The CAF maintains strong regional ties and collaborates closely with its friends and partners. The safe extraction of Canadian residents necessitates diligence.

The Canada Border Services Agency does not have any removals to Sudan scheduled at this time, and all activity on removals to Sudan has been halted.

Today, BC PNP Draw (British Columbia Provincial Nomination Program) sent out 168 invitations to apply (ITAs) for permanent residency (PR).

As usual, invitations for permanent residency (PR) are being sent out under the Skilled Worker stream, International Graduates stream as well as their Express Entry British Columbia (EEBC) categories.

Today’s BC PNP draw was targeted at profiles having experience or job offer in 39 healthcare-related occupations/NOCs and 35 NOCs connected to technology.

Latest Quebec Arrima Draw Invites 1,020 Persons For PR

The latest Quebec Arrima draw invited 1,020 profiles for Permanent Residency (PR) on April 20, 2023.

This Arrima draw did not specifically target any NOC codes or occupations, as compared to the previous draw on March 30.

All Arrima profiles that met the following criteria received the invitations:

* had a Quebec scoring matrix score of 598 points or more; or
* had a valid job offer from Quebec employer from outside the Montreal Metropolitan Community (Communauté métropolitaine de Montréal).

All the eligible profiles in the Arrima pool as of April 17, 2023 at 6:30 a.m. meeting the above were considered for this round of invitations.

The cutoff score increased by 9 points as compared to a similar Quebec draw on March 2, 2023.

What is Quebec Arrima?
Similar to the federal Express Entry system, Quebec manages skilled worker applications using the free online platform known as Arrima.

Applicants eligible and interested for immigration to Quebec can build and submit their profile in the Arrima portal, to be considered in draws for the Quebec Regular Skilled Worker Programme (QSWP or RSWP),

A candidate’s online profile is valid for one year after they submit it to the Arrima bank or pool.

According to a March 7 IRCC update, the processing period for the Quebec Skilled Worker Program is 20 months.

After receiving an invitation and submitting the required paperwork, candidates can submit an open work permit applications while they wait for the file to be processed.
