2021-06-22 07:35:19 How Central Asia can ensure it doesn’t miss out on a digital future

Nearly half the population in Central Asia is not digitally connected, and many of the unconnected live in rural and remote areas. In fact, three out of the five countries in Central Asia are below the global average in terms of the number of individuals using the internet, writes Lilia Burunchuk, Regional Director of World Bank in Central Asia.

Governments in Central Asia have demonstrated that they can move fast when necessary.

Uzbekistan almost doubled its fiber-optic infrastructure from 36,600 kilometers in 2019 to 68,600 km in 2020, and simplified permits for the construction and launch of cell towers, thus enabling an accelerated rollout of mobile networks.

Central Asian countries need to develop open and competitive telecom markets. They can do this by modernizing the institutional, legal, and regulatory frameworks, bringing them all up to international best practice standards.

#Infographics: Foreign trade of Uzbekistan in January-May 2021

In January-May 2021, the republic's foreign trade turnover reached 14 572,5 million US dollars, which, compared to the same period in 2020, decreased by 1 700,1 million US dollars (a decrease of 13.2%).

Of the total volume of the FTT, exports amounted to 5 734,3 million US dollars (a 14.0% decrease was noted against January-May 2020), and imports – 8 832.2 million US dollars (an increase of 12.7%). As a result, the balance of foreign trade turnover amounted to a passive balance in the amount of 3 104.0 million US dollars.

Experts from the Center for Economic Research and Reforms (CERR) conduct monthly monitoring of business activity at the regional and district levels.

Monitoring results for January-May showed:

The volume of tax revenues year grew by 32.6%

Receipts from customs payments increased by 49.6%

The volume of exports of goods has increased by 40.8%.

The volume of loans issued by commercial banks increased by 29.2%.

During the analyzed period, 43,670 new business entities were created

2021-06-18 09:57:04 With the support of the World Bank, Uzbekistan will continue to modernize its tax administration system

The project will be supported by a $60 million concessional credit from the International Development Association (IDA).

The International Development Association, a member of the #WB Group, provides these funds to the Government of Uzbekistan at a very low interest rate and in the form of soft loans for up to 30 years.

"In particular, the project will allow to broaden the tax base, leading to a reduction in the informal sector of the economy, which is estimated to be around 50% of GDP; to increase tax revenues; and to help firms and companies create new jobs, benefiting from a more efficient tax administration system”, said Marco Mantovanelli, World Bank Country Manager for Uzbekistan.

The project includes three key components:

Component 1 will invest in automating the STC’s core tax administration business processes.

Component 2 will assist with designing and implementing measures to reduce the informal sector of the economy.

Component 3 aims to strengthen the STC’s human resource and institutional capacities to attract, develop, and retain skilled and knowledgeable tax officials.

The goal of the Accelerator is to mobilize the resources of state bodies and organizations to quickly and effectively address solutions in the field of socio-economic development.

The level of business development in all regions of Uzbekistan for 2020 was studied through the online information system "BUSINESS INDICATOR"

The executive officer of the Presidential Administration under the Republic of Uzbekistan Dilshod Abduazizov spoke about the rating assessment of entrepreneurship development level in the regions during 2020.

The full version of the article will be published in the 5th issue of the journal "Economic Review".

Results of Research

As a result of the measures taken to develop entrepreneurship, for example provided benefits for taxes, loans and utility bills, a moratorium on inspections of business entities, expansion of financial support, positive trends were revealed in the following areas in 2020:

The number of damage cases to real estate owned by entrepreneurs decreased 13 times (96 cases, in 2019 - 1260).

The amount of compensation for interest payments on loans to entrepreneurs increased 3 times (2.8 trillion soums, in 2019 - 855 billion soums).

The analysis showed an increase in the number of entrepreneurs in continuous activities over the past three years, their number increased by 32.5% and amounted to 26% of the total number of entrepreneurs (in 2019 - 21%).

Business development during the coronavirus pandemic

More than 25 thousand entrepreneurs in 2020 noted an improvement in the quality of banking services, infrastructure and business confidence in government agencies compared to 2019.

The compulsory debt of entrepreneurs to the state increased by 3.4 times (690 billion soums, in 2019 - 206 billion soums).

The amount of overdue loans to entrepreneurs increased by 63% (4.8 trillion soums, in 2019 - 3.0 trillion soums).

The analysis revealed a decrease in the level of effective use of vacant land from 72% to 37%.

Based on the results of the study, a rating of cities in regions and districts of the republic was compiled.

The new project activities will cover selected mid-sized cities in Kashkadarya and Surkhandarya regions of Uzbekistan.

Financing will be provided to the government of Uzbekistan:
in the form of a soft loan
at a very low interest rate
with a duration of up to 30 years

The project will also offer additional support:

improve management and maintenance of urban infrastructure and assets;
modern environmental practices and green approaches to urban management;
solid waste management;
urban mobility and safe-street plans;
