: The first wave of a FEMA “surge team” will be deployed on Tuesday in southern Nevada, where it will assist state agencies and community partners with increasing COVID-19 vaccination rates during a recent spike in positive cases.

FEMA spokeswoman Veronica Verde said the first wave will consist of about 85 staff members, who will work with the Nevada Division of Emergency Management and the Nevada Department of Health and Human Services to staff existing pop-up vaccination clinics, a call center and neighborhood canvassing efforts. A second wave is expected to arrive within the next week or two, Verde added.

Earlier this month, President Joe Biden’s administration announced the federal government was mobilizing such teams, consisting of staff from FEMA and the Centers for Disease Control, for states seeking aid with testing, outreach, vaccination and care needs.

: The government employed at least a dozen confidential informants to infiltrate groups of armed extremists who allegedly plotted to kidnap the governor of Michigan, according to a new filing in federal court on Monday.

The filing, made by one of the five defendants in the federal case, asked that prosecutors be ordered to share more information about those informants, their relationship with the FBI, and the specific roles they played in building the case.

New court papers offered a glimpse of the evolving defense strategies in the case, with several attorneys saying that they plan to argue that the FBI “induced or persuaded” the men to go along with the scheme.

: The White House said Monday that the US has not ruled out the idea of sending troops to Haiti. In the wake of the assassination of President Jovenel Moise, Haiti requested that the US send military assistance to help secure infrastructure.

When asked about the request, White House Press Secretary Jen Psaki said, “It’s still under review.” Also on Monday, Pentagon spokesman John Kirby confirmed that the US military is “reviewing” the prospect of sending troops to Haiti.

: Several of the men involved in the operation that killed Haiti's president previously worked as US law enforcement informants, according to people briefed on the matter, as US investigators grapple with an increasing number of Florida links to the alleged hit squad.

At least one of the men arrested by Haitian authorities previously worked as an informant for the US Drug Enforcement Administration, the DEA said in a statement in response to CNN.

"Following the assassination of President Moïse the suspect reached out to his contacts at the DEA. A DEA official assigned to Haiti urged the suspect to surrender to local authorities and, along with a U.S. State Department official, provided information to the Haitian government that assisted in the surrender and arrest of the suspect and one other individual," the DEA said.

The DEA said it is aware of reports that some assassins yelled "DEA" at the time of their attack. The DEA also, predictably, said in its statement that none of the attackers were operating on behalf of the agency.

Others also had US ties, including working as informants for the FBI, the people briefed on the matter said. The FBI said in response to CNN's reporting that it doesn't comment on informants, except to say that it uses "lawful sources to collect intelligence" as part of its investigations.

Moise was killed Wednesday in an operation that Haitian authorities say involved at least 28 people, many of them Colombian mercenaries hired through a Florida-based security company.

Haitian authorities say that the plot organizer, Sanon, hired Florida-based CTU Security, which they alleged recruited men initially to provide security for Sanon, though their mission appears to have changed thereafter.

Haitian authorities have provided limited details on the investigation, but the growing number of Florida connections to the plot appears to portray an operation at least partly hatched in the United States.

Biden allied groups, including the Democratic National Committee, are also planning to engage fact-checkers more aggressively and work with SMS carriers to dispel misinformation about vaccines that is sent over social media and text messages. The stated goal is to ensure that people who may have difficulty getting a vaccination because of issues like transportation see those barriers lessened or removed entirely.

Fauci took some of that messaging to Sunday cable news shows, including underscoring the idea that door-to-door vaccination efforts are an attempt to remove barriers to access, rather than a form of coercion or intimidation.

Politico reported that "Indeed, over the past few weeks, criticism of the administration’s door-to-door vaccination strategy has increasingly become a fixture on Fox News, in addition to being a top topic on conservative social media posts and over SMS messages to cell phone users."..where is the information over SMS messages coming from? : A WHO expert advisory panel Monday issued two new reports recommending the implementation of global standards aimed at preventing unscrupulous, inequitable and potentially dangerous uses of Crispr and other gene-editing technologies.

The reports call for efforts to develop global standards, the establishment of an international registry of gene-editing experiments and a way for whistleblowers to report concerns. Their release comes more than two years after a Chinese researcher triggered international outrage when he revealed that he had used Crispr to produce the first gene-edited babies.

The committee, made up of ethicists, policy makers and lawyers, said in the reports that the use of gene editing had evolved dramatically since they set out in December 2018 to develop a governing framework and that recent successes in altering the DNA of people with lethal diseases had opened up ethical challenges.

: China's military said it "drove away" a US warship that illegally entered Chinese waters near the Paracel Islands on Monday (Jul 12), the anniversary of an international court ruling that Beijing has no claim over the South China Sea.

The USS Benfold entered the waters of the Paracels without the approval of the Chinese government, seriously violating China's sovereignty and undermining the stability of the South China Sea, the People's Liberation Army's Southern Theatre Command said.

"We urge the United States to immediately stop such provocative actions," the Southern Theatre Command said in a statement.
