Some people say that society should carry the blame if its members behave anti socially. Although there are other factors triggering this behavior, I believe that society should shoulder the responsibility.
Looking at the causes first, it should be noted that not only is individual's behavior shaped by people in the society, but family environment can also change it for the better or the worse. If children have abusive parents who treat them badly, they develop an anti-social personality. A child who sees his/her parents losing temper, arguing with people, swearing and fighting is very likely to normalize this behavior and mimic it. The reason why society is blamed for this is that it should have nipped this type of manner in the bud. When people saw someone behaving in an unacceptable manner, they could have collectively stopped that person. However, what society did was opposite which was staying indifferent.
Some may argue that government intervention is a means to an end, but I think it should be incumbent upon society. If people in a given society decide to oppose this type of behavior, anti-social people will have no other option but to try to change it. Having been constantly opposed by people around them, these people learn their lessons and give up their bad behaviors. And instead of passing it on to their children, ill-mannered people may bring their children up in a way that does not allow them to behave in an anti-social manner.
Even if everything including anti-social behavior starts in a family, society should be to blame, and it is never too late to correct this mistake.
