If you are going to stop an evil but a greater evil will result from it (due to you changing the original evil) which is more hated to Allah and His Messenger,
فَإِذَا كَانَ إنْكَارُ الْمُنْكَرِ يَسْتَلْزِمُ مَا هُوَ أَنْكَرُ مِنْهُ وَأَبْغَضُ إلَى اللَّهِ وَرَسُولِهِ
Then it is not justified (ie: permissible) to stop that (original) evil,
فَإِنَّهُ لَا يَسُوغُ إنْكَارُهُ،
Even if Allah dislikes it (ie: the original evil) and those who are committing it,
وَإِنْ كَانَ اللَّهُ يُبْغِضُهُ وَيَمْقُتُ أَهْلَهُ،
And an example of this is rebelling against the (Muslim) leaders,
وَهَذَا كَالْإِنْكَارِ عَلَى الْمُلُوكِ وَالْوُلَاةِ بِالْخُرُوجِ عَلَيْهِمْ؛
For it is the root cause of every evil and tribulation, from its beginning until its end.
فَإِنَّهُ أَسَاسُ كُلِّ شَرٍّ وَفِتْنَةٍ إلَى آخِرِ الدَّهْرِ،
The Companions asked the Messenger ﷺ regarding fighting the leaders who are delaying the prayers from its (original) time,
«وَقَدْ اسْتَأْذَنَ الصَّحَابَةُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - فِي قِتَالِ الْأُمَرَاءِ الَّذِينَ يُؤَخِّرُونَ الصَّلَاةَ عَنْ وَقْتِهَا،
They asked: “Should we not fight them (for delaying it)?”
وَقَالُوا: أَفَلَا نُقَاتِلُهُمْ؟
He ﷺ replied: “No, not as long as they establish the prayer.”
فَقَالَ: لَا، مَا أَقَامُوا الصَّلَاةَ»
And he ﷺ (also) said: “Anyone who sees from his leader that which he dislikes then let him be patient, and do not retract your hand from their obedience.”
وَقَالَ: «مَنْ رَأَى مِنْ أَمِيرِهِ مَا يَكْرَهُهُ فَلْيَصْبِرْ وَلَا يَنْزِعَنَّ يَدًا مِنْ طَاعَتِهِ»
