Safety Time-Out at Workplaces to Start from 9 May 2022

Ministry of Manpower, Workplace Safety and Health Council, National Trades Union Congress, and industry partners are calling for a safety time-out to be conducted from 9 May 2022.

This comes amidst a worrying spate of fatal accidents at workplaces in the past month.

The safety time-out will provide a pause in work for company management to engage workers and unions to reinforce workplace safety and health processes, and act on any issues raised.

MOM will be conducting the annual Comprehensive Labour Force Survey from 25 April to 31 July 2022.

Your responses will play an important role in shaping policies and programmes aimed at strengthening our labour force. These schemes concern you and your loved ones. Help us achieve a more effective outcome by participating in the survey.
 
 From 25 April to 31 July 2022
 Selected households will receive an official notification letter by post.
 Participation in the survey is compulsory under the Statistics Act.
 Participants are strongly encouraged to complete the survey online via the link indicated in the letters.
 All data collected will be protected by law under the Statistics Act.

Here’s what you need to know

From 26 April 2022:
 All employees who can work from home may now return to the workplace
 Masks may be removed when employees are not interacting with others and not in customer-facing areas
 Workforce Vaccination Measures will be lifted

More migrant workers may visit the community: Up to 25,000 on weekdays, and up to 50,000 on weekends and public holidays
 Unvaccinated migrant workers can participate in community visits, and visit Recreation Centres without exit passes or pre-visit tests 

From 1 May 2022:
 Vaccinated non-Malaysian work pass holders with In-Principle Approvals in Construction, Marine Shipyard and Process sectors no longer need entry approvals to enter Singapore
 Instead, their employers must secure onboarding slots before their arrival in Singapore, using the new Onboard Booking system
 Employers must ensure workers are fully vaccinated, undergo a two-day pre-departure preparatory programme if available, and report to the Onboard centre upon arrival in Singapore  
 Action will be taken against those who do not adhere to the requirements

Employment Agencies (EAs) to provide refund option for service fees if Migrant Domestic Worker (MDW) is terminated early
 
EAs must provide employers with a refund option of at least 50% of the service fees paid by the employer, if the MDW’s employment is terminated within the first 6 months.
 
Applies to all service fees paid on or after 1 June 2022
Applicable only for up to three MDWs that the EA places with that same employer
Employer can request for a replacement MDW instead of a refund, if the option is offered by the EA
 
This encourages EAs to take stronger ownership in achieving good matches between MDWs and employers.

Updates to SMMs in workplaces and for migrant workers (MWs) in dormitories, streamlining of Entry Approval Requirements for WPHs
 
From 29 March 2022:
Up to 75% of employees able to WFH allowed back at the workplace
Social gatherings of up to 10 persons at the workplace allowed
 
From 31 March 2022 2359 hours:
All countries/regions classified under the General Travel or Restricted Category. To begin with, all countries/regions will come under the General Travel Category.
Under the General Travel Category, all vaccinated Work Permit Holders (WPHs) can enter Singapore without obtaining an entry approval or Vaccinated Travel Pass
Existing vaccinated Construction, Marine Shipyard and Process (CMP) WPHs no longer need to serve their SHN at MOM’s Onboard centres  
Entry approvals still required for non-Malaysian WPHs with an In-Principle Approval in the CMP sectors, regardless of entry lane. They must also meet MOM’s onboarding requirements.
 
From 1 April 2022:
Vaccinated MWs no longer require Exit Passes to visit RCs, or to do pre-visit ART for community visits
Unvaccinated MWs must continue to apply for Exit Passes and fulfil their pre-visit ART before visiting the RCs

To accelerate the entry of vaccinated CMP workers for ongoing projects
 
The industry-led process will be streamlined to a shorter two-day pre-departure preparatory programme (PDPP) in the worker’s country, followed by three-day Stay-Home Notice and onboarding at MOM’s Onboard centres
 
From 1 May 2022, each vaccinated new CMP WPH will enter Singapore through the single entry lane with PDPP, if their IPA requires it

All other CMP WPHs will continue to enter via the Work Pass Holder General Lane
