加入建筑工地抗原快速检测（ART）试点计划以及线上说明会的邀请

建设局于2021年5月31日发布了在建筑工地实行抗原快速检测（ART）试点计划的通告之后，已经有30多个建筑项目加入了这项试点计划，在其建筑工地上实行抗原快速检测。

建设局现在邀请所有仍施工中的建筑项目的总承包商、预制混凝土构件公司和面向制造和装配式设计的构件（DFMA）供应商参与试点计划，在其工地推行抗原快速检测。

在指定期限内以津贴价格为建筑业者提供抗原快速检测监督员培训课程
在推行试点计划期间给工地提供免费抗原快速检测试剂盒

Invitation to participate in piloting of Antigen Rapid Test (ART) at worksites and attend onboarding webinars

Following BCA’s circular on the piloting of ART at worksites dated 31 May 2021, more than 30 construction projects have since onboarded and currently administering ART at their worksites.

BCA is now extending the invitation to all main contractors of ongoing construction projects, ready-mixed companies and DfMA suppliers to participate in the pilot programme.

Why Onboard ART Pilot Now?
Training course for ART supervisors is being offered at a subsidised rate for a limited period
ART self-test kits provided at no cost to worksites during the pilot stage

Common Questions asked about TraceTogether-only Safe Entry

FAQ: Is the TraceTogether (TT) token the only method allowed to check in at a construction site? Can the TT app be used?
Ans: Check-ins at all construction sites can be done either by:
Scanning your TT/BP token’s QR code; or
Tapping your TT/BP token against the device installed at the site; or
Tapping your TT app against the device installed at the site

FAQ: Can other methods be used to check in at construction sites?
Ans: Other modes of SafeEntry check-in at construction sites are not allowed or have been discontinued. This includes:
Scanning of SE QR code posters with the TT app;
Scanning of SE QR code posters using a phone camera without launching the TT app;
Using the Singpass app.

Piloting of Antigen Rapid Tests (ART) at Worksites for the Construction Sector

BCA, MOM and MOH are working with selected worksites to pilot the use of Antigen Rapid Tests (ART) to screen personnel who are not residing in dormitories (those in HDB and private residential properties) when they enter worksites.

Pilot ART frequency is broadly once every 3 days on top of a 7-day or 14-day Rostered Routine Testing (RRT)

Worksites will have workers administer the test kits through self-swabs, or designate and train specific personnel to administer swabs for their colleagues

Trained personnel will be appointed as supervisors to ensure proper Infection Prevention Controls, Safe Management Measures, and correct use of the test kits

BCA is currently engaging selected worksites on this pilot initiative which will commence progressively. As we ramp up ART supplies, more sites will be progressively included.

Details on the ART requirements, training and implementation will be provided when ready.

Heightened Enforcement Action Against SMM Non-Compliance at Worksites

Since the start of Phase 2 (Heightened Alert), BCA has stepped up on inspections and enforcement actions at worksites. This is to reduce the risk of COVID-19 transmission to the construction workforce, while keeping construction works going.

Major non-compliances include:
Failure to deploy SafeEntry or ensure SafeEntry check-in at worksite entrances
Failure to escort and supervise workers/visitors who perform work at multiple sites

The industry is also reminded to comply strictly with all SMM at the worksite, such as:
Mandatory RRT for anyone entering the worksite
Safe management of short term visitors like roving sub-cons, delivery personnel and visitors
Submission of daily worksite entry records
No interaction between different teams at commons areas

We encourage non-essential services to be deferred to minimise the risk of COVID-19 transmission at worksites. These include food delivery, vending machine servicing and non-urgent inspection.

BCA takes a serious view of any non-compliances and will heighten our enforcement stance including:
Issuance of longer Stop Work Order
Composition fine of up to $2,000
Prosecution of such non-compliant companies
