修订建筑业快速抗原检测监督员培训规定

从2021年11月8日起,建设局将不再强制ART监督员接受ART培训。

建筑业者应继续:
遵守ART网站所列出的强制性轮流定期快速简易检测规定;
任命ART监督员监督员工进行ART拭子自检程序、为雇员提供ART试剂盒,并且确保员工将检测结果上传到SRS V2(适用于新加坡公民/ 永久居民),或FWMOMCare应用(适用于工作准证持有者)。

建筑业者若最近刚为额外或非住在宿舍的新员工安排加入强制性轮流定期快速简易检测(即2021年9月14日之后),而他们之前未曾领取过ART试剂盒,可点击此处申请领取试剂盒。

Revised Requirements for Training of Antigen Rapid Test (ART) Supervisors in the Construction Sector

From 8 November 2021, ART training is no longer mandatory requirement for ART supervisors.

Firms should continue to:
adhere to the Fast and Easy Test Rostered Routine Testing (FET RRT) requirements set out here.
appoint ART supervisors to supervise the ART swabs, provide ART kits to their employees and ensure that their employees’ ART results are uploaded to the SRS V2 for Singapore Citizen/Permanent Residents and FWMOMCare by Work Pass Holders.

Firms can make additional submissions here for additional or new non-dorm residing workers/personnel who have recently onboarded onto FET RRT (i.e. after 14 September 2021) and have not drawn ART kits previously.

Clarifications on the Public Sector Approach for COTMA Part 10A (Chinese version)
澄清公共部门对冠病19(临时援助措施)法令(COTMA)第10A部分的应对措施

建设局自2021年8月18日发出公共部门对冠病19(临时援助措施)2020法令第10A部分的应对措施通告后,接获了承包商对政府机构提出的付款献议所作出反馈和询问。政府机构将根据 COTMA第10A部分,在2020年10月至2021年4月期间为符合条件的建筑合同提供额外1.3% 每月进度付款。建设局今日发布通告澄清以下几点:

如果承包商能够为更高的人力成本数额提供证明,公共部门机构提供的1.3%的调整可能会增加。
若主要承包商申请的人力成本增加索赔超出政府部门客户早先提出的1.3%调整,主要承包商应在2022年2月28日或之前向其公共部门客户提交申请和相关的证明。

Clarifications on the Public Sector Approach for COTMA Part 10A

BCA has received feedback and queries from contractors on the offers made by public sector agencies since the circular on the Public Sector Approach for COVID-19 (Temporary Measures) Act [COTMA] Part 10A was published on 18 Aug 2021. It involves public sector agencies providing a 1.3% increase in progress payment from Oct 2020 to Apr 2021 in response to COTMA Part 10A. BCA has issued a circular today to clarify the following:

The 1.3% adjustment offered by public sector agencies may be increased if contractors are able to provide substantiation for a higher amount.
Main contractors which wish to claim for a higher manpower cost increase beyond the 1.3% earlier offered by public sector agencies should submit their claims with substantiation to their public sector clients by 28 Feb 2022.

Latest Update on Revised Approach to Manage Construction Worksites Visited by COVID-19 Positive (C+/Ag+) Cases (Chinese version)
管理冠病确诊病例曾到过的建筑工地的最新修订

建筑业将遵照卫生部在2021年10月9日的新闻稿中所列出经简化的1-2-3冠病医疗程序,来处理建筑工地的确诊冠病病例。 因此,这份最新的通告将取代建设局在2021年9月30日发布的通告。

需要注意的要点包括:

如果有冠病检测结果呈阳性(C+/Ag+)的工人在确诊前的7天内到过建筑工地,分包商应立即通知工地的主要承包商。

业者无需向建设局提交消毒工地的报告,不过承包商应根据国家环境局的指导方针,立即对工地或受影响的工作区进行消毒。

根据卫生部简化后的1-2-3冠病医疗程序,只有接获健康风险警告的人需要接受快速抗原检测,并遵守卫生部的健康风险警告安排。其他没有接获健康风险警告的工人不需要进行额外的抗原快速检测。

受主要承包商或分包商委任的ART监督员,必须确保所有的ART检测结果都上载到:
- 拭子检测登记系统V2(适用于新加坡公民/永久居民)
- FWMOMCare 应用程序(适用于工作准证持有者)

工地必须保留所有ART检测记录(即工地所有人员的个人资料和ART检测结果)。

Latest Update on Revised Approach to Manage Construction Worksites Visited by COVID-19 Positive (C+) Cases

Our construction industry will follow the revised 1-2-3 protocols outlined in MOH’s press release on 9 October 2021 for C+/Ag+ cases at construction worksites. As such, this updated circular will supercede BCA’s circular issued on 30 September 2021.

The key points to note are:

Subcontractors shall immediately notify main builders of worksites if C+/Ag+ employee(s) have visited the worksite within 7 days prior to their COVID-19 diagnosis.

There is no need to submit disinfection report to BCA but contractors should immediately disinfect the worksite or affected work zone(s) in accordance to NEA’s guidelines.

As part of the 1-2-3 protocols, only individuals issued with Health Risk Warnings (HRW) need to undergo ART and follow MOH’s HRW protocol. There is no need for additional ART testing for other workers who are not issued with HRW.

Trained ART supervisors appointed by the main contractor or the subcontractor have to ensure all ART results are uploaded to:
- Swab Registration System V2 for Singapore Citizens / Permanent Residents
- FWMOMCare for work pass holders

All ART records (i.e. particulars and ART results of all personnel at the worksites) also have to be kept on site.

Providing Ex-gratia Payment to Consultants due to Prolongation of Construction Period

The Government will be providing ex-gratia payment to consultants for public sector consultancy contracts for the additional services rendered beyond the original construction duration. The payment will depend on the length of prolongation to the construction works due to the COVID-19 pandemic. Other BE sector clients such as private sector developers and contractors in Design and Build projects are encouraged to adopt similar ex-gratia payments to their engaged consultants.

Eligible Public Sector Consultancy Contracts
The ex-gratia payment will apply to construction-related consultancy contracts called on or before 1 Oct 2020.
For consultancy contracts that are based on %-fee, with corresponding construction contract awarded on or after 1 Oct 2020, government agencies would assess whether ex-gratia payment is needed. This is because consultancy fees would have increased due to the rising construction tender prices.

Remuneration Approach
Ex-gratia payment is calculated based on no. of months of Extension of Time (EOT) granted for the corresponding construction contract, estimated monthly consultancy fee and taking into account Government’s assistance already provided through the Jobs Support Scheme (JSS).
Consultants are not required to substantiate or put up claims.

Intermittent Issue on Submitting Antigen Rapid Test (ART) Results on FWMOMCare app

MOM was notified yesterday that some migrant workers were unable to submit their ART results via the FWMOMCare mobile app.

This is an intermittent issue and MOM is working towards resolving it by today. Meanwhile, workers can try to resubmit their results after 10 to 15 minutes, or take photos of their test results to gain entry into worksites.

Implementation of New Rostered Routine Testing (RRT) Regime from 15 October 2021

MOM, BCA and EDB will implement Fast and Easy Tests (FETs) regime using ART from 15 Oct 2021.

Vaccinated workers currently on the 14-Day RRT regime will undergo supervised ART once a week, in lieu of the PCR tests.
Unvaccinated workers will be tested twice a week using ART swabs.
Workers can conduct these supervised ART swabs in their dormitories, place of residence, or place of work.

The new FET-RRT regime will apply to:
All personnel working in the CMP sectors who are currently undergoing 14 Day PCR-RRT
All workers from Manufacturing and Services sectors residing in dormitories
Frontline workers working in dormitories and recreation centres
Recovered workers who have passed 270 days from their date of symptoms onset or detection of infection
All newly arrived recovered workers

FET-RRT compliance will be based on the ART results uploaded in:
SRSV2 for SC/PR
FWMOMCare for work pass holders

Workers do not need to attend PCR tests from 15 Oct 2021 onwards. Their PCR RRT appointment will be removed from HPB’s Swab Registration System.

ART kits
FET-RRT kits will be fully subsidised by the Government till 31 Dec 2021. Please refer to the email sent by BCA for the ART kit orders and collection details.
No need to place any additional orders for ART kits. Additional kits will be provided in the next top-up for the remaining months of end Nov/Dec 2021 if affirmed that additional kits are required.
Due to high volume of orders, delivery of ART kits can take more than 2 weeks. Firms that are unable to receive the kits in time for their ART implementation should procure HSA-approved test kits from any of the suppliers listed here.
