Updates to Safe Management Measures and Workplace Testing Requirements

The Ministry of Health has announced updated Safe Management Measures and Workplace Testing Requirements on 16 February 2022. For all construction worksites and supply work premises, the updated measures include:

Safe distancing will not be required between individuals in all mask-on settings (i.e. workers who are in the same team with their masks on will not need to maintain safe distancing)
Safe distancing of 1 metre is still required between workers from different teams
From 18 February 2022, vaccinated workers in the construction sector who are currently on Rostered Routine Testing (RRT) regime will no longer be required to continue testing. Only unvaccinated or partially vaccinated workers residing in the dormitories will still be required to undergo the 3-day supervised Fast and Easy Testing (FET)-RRT regime.

Vaccination remains key to enhancing workforce resilience against COVID-19. We urge all workers to get vaccinated and to get your booster shots when offered.

We would like to remind all worksites to verify the vaccination status and keep a proper entry of all personnel entering the site. We seek your continued cooperation to comply with the updated safe management measures to keep our worksites safe.

简化安全管理措施和工作场所检测规定

卫生部已经于2022年2月16日宣布简化安全管理措施和工作场所检测规定。所有建筑工地和建筑材料供应场地需遵守的简化防疫措施包括:

在所有人都佩戴口罩的场所,不再规定人们保持安全距离(即:属于同一团队的工人,只要佩戴口罩就不需要保持安全距离)。
不同团队的工人聚集时仍需保持1米的安全距离。
从2022年2月18日起,建筑业中已接种冠病疫苗的工人将无需进行定期检测。只有未接种疫苗或还未完成疫苗接种而且居住在客工宿舍的工人,仍需在监督的情况下继续进行3天制的定期快速检测(FET-RRT)。

接种冠病疫苗仍然是加强劳动队伍抵御冠病病毒能力的关键。我们敦促所有工人接种疫苗,并在被安排接种追加剂时前去接受注射。

我们要提醒所有建筑工地做好核实进入工地者疫苗接种状态的工作,并对所有进入工地的人员进行登记。我们促请您继续给予全力配合,遵守最新的安全管理措施,以保障工地上所有人的安全。

延长冠病19(临时援助措施)法令第 2 部 分和第 8B 部分对建筑环境业有关合同的宽限期即将结束

第2部分 - 因冠病疫情而无法履行合同责任的援助措施
合同任何一方要在2022年2月28日 或之前提交援助通知(NFR),以获得因冠病疫情而无法按照合同条款而引起的任何违约索赔的抗辩。
违约一方的抗辩涵盖2020年2月1日至2022年2月28日(包括首尾这两日)因冠病疫情事件而无法履行的合同义务。
只要违约方在宽限期之内发出援助通知, 对于任何因冠病疫情事件的延误,而产生的违约赔偿金的索赔保护继续在2022年2月28日之后有效。

第8B部分 – 合同各方公平分担因冠病疫情而产生的额外非人力费用
费用分担援助措施将适用于指定费用,这些必须是在2020年4月7日至2022年2月28日期间因冠病疫情造成的延误而产生的费用。
承包商应当尽早向客户提出费用分担, 把费用分担索偿列入定期付款索偿。

第10A部分 – 调整合同金额应对外籍人力成本增加
承包商可以申请由评估员裁定调整合同金额,以应对冠病疫情导致2020年10月1日至2022年3月31日期间聘用持工作准证外籍劳工成本增加的问题。
业者应在2022年5月31日之前提交裁定申请。

冠病19(临时援助措施)法令的援助措施是有时限的。我们敦促合同各方积极讨论,以达成双方同意的安排,并为建筑环境业的长远发展和加强抗御性更紧密合作。

Part 2 – Protection against inability to fulfil contract obligations due to COVID-19
Contracting parties must serve a Notification for Relief (NFR) on or before 28 Feb 2022 for a defence to a claim against a breach of contract.
Protection can be for any inability due to COVID-19 that occurs between 1 Feb 2020 and 28 Feb 2022 (both dates inclusive).
Protection from liquidated damages arising from delays caused by COVID-19 is valid beyond 28 Feb 2022, provided a NFR has been served.

Part 8B – Additional non-manpower related prolongation cost due to COVID-19 delays
To claim cost-sharing of qualifying costs arising from delays caused by COVID-19 during the period from 7 Apr 2020 to 28 Feb 2022, contractors should include the item in their regular payment claims as soon as reasonably practicable.

Part 10A – Relief for increase in foreign manpower salary cost
Contractors may seek a determination from an Assessor for the increase in foreign manpower salary costs of Work Permit Holders due to COVID-19 during the period from 1 Oct 2020 to 31 Mar 2022.
An application for an Assessor’s determination should be made before 31 May 2022.

The reliefs related to the BE sector under COTMA are meant to be time-limited. We urge contract parties to agree on mutually beneficial arrangements for their contracts and to deepen partnerships, so as to ensure business sustainability and resiliency of the BE sector in the long-term.

Resembling a giant UFO hovering in mid-air, Eunoia Junior College’s (EJC) elevated track and field is truly one of a kind in Singapore. But even more remarkable is the sheer number of facilities that lie beneath. Tucked under the sprawling structure are the school’s 900-seater auditorium, canteen, parade square and even an indoor sports hall!

Fitting so many facilities on such a small plot of land was an exercise in ingenuity. “It was a small site, so everything had to be compacted,” said Er Joanne Ee, the project’s Qualified Person (QP) taking charge of the construction of Singapore’s first high-rise JC.

For her outstanding work on EJC, she was conferred the BCA Design & Engineering Safety ‘Excellence’ Award (DESA) in 2021.

Extension of COVID-Safe Platform (CSP) to all relevant technology vendors in the Built Environment

The BuildSG-COVID Safe Platform (CSP) was developed by BCA in 2020 to provide a centralised database that receives data from commercially available solutions and hardware devices deployed at worksites. Using the CSP, worksites could transmit the necessary information to ensure worksite access controls were compliant with the COVID-Safe Restart Criteria back in 2020.

There are currently four vendors whose solutions are integrated with the CSP. BCA is now extending an invitation to other technology vendors providing worksite access solutions for the Built Environment to onboard their solutions to the CSP. Once onboarded, vendors will be able to offer enhanced worksite access control solutions to manage project worksites. Interested parties can submit an application here.

As the COVID-19 situation continues to evolve, business operations could be disrupted with health protocols requiring all infected workers to be isolated, including those with mild or no symptoms. Businesses, especially those which provide essential services, should continue to adhere to the following existing safe management measures and suggested additional measures for business continuity:

Sustained Construction Demand in 2022 supported by Public Sector Projects

At the BCA-REDAS Built Environment and Property Prospects Seminar held today, BCA projects that there will be sustained construction demand in 2022, with total construction demand coming in between S$27 billion and S$32 billion. The public sector is expected to contribute about 60 per cent of the total demand, supported by the strong pipeline of major developments.

Over the medium-term, BCA expects the total construction demand to reach between S$25 billion and S$32 billion per year from 2023 to 2026. The public sector is expected to lead the demand, with upcoming projects such as public housing developments and MRT projects.
