Budget 2022 – Changes to foreign worker policies
The built environment sector is a key driver of Singapore’s economy. Due to heavy reliance on foreign manpower, our sector has been facing significant challenges with the restrictions on cross-border travel amid the COVID-19 pandemic. To mitigate impact of any future manpower disruption, we need to press on with productivity improvements to become more manpower-lean and resilient.
During Budget 2022, MOM, BCA, EDB and ESG have announced the following changes, which will take place from 1 Jan 2024. We will provide adequate lead time for the industry to adjust and minimise impact to existing projects:
Reduce the Dependency Ratio Ceiling (DRC) from 1 local employee to 7 Work Permit Holders (WPH) or S Pass holders to 1 local employee to 5 WPHs or S Pass holders.
Firms that exceed the new DRC after 1 Jan 2024 will be allowed to retain their existing WPHs and S Pass holders until their work passes expire.
They will not be able to renew their expiring or hire new WPHs and S Pass holders until after they come within the new DRC.
While about 9 in 10 Construction firms will not be currently affected by the reduction in the DRC, we urge firms to press on with their transformation plans to facilitate sustainable business growth and reduce their reliance on labour.
Phase out the Man-Year Entitlement (MYE) framework;
Firms can continue to apply for and use their MYE quotas up to 31 Dec 2023.
Projects that have already been awarded or projects with tender calling date on or before 18 Feb 2022, will be allowed to use their MYE quotas up to 31 Dec 2024 or their project completion date, whichever is earlier.
Revise the levy structure for WPHs

2022年财政预算案——外籍劳工政策调整
建筑环境业是新加坡经济的重要驱动力。不过这个行业过于依赖外籍劳工,以致业者在冠病疫情期间,因边境管制措施收紧而面对人力短缺的重大挑战。为了降低日后人力短缺可能造成的影响,我们有必要继续推进有助提高产力的措施,精简人力以及加强业务韧性。
人力部、建设局、经济发展局和企业发展局在2022年财政预算案中宣布的下列措施将从2024年1月1日开始实施,以便给业者提供足够的时间作出调整,尽量降低新措施对现有工程项目的影响:
调低外籍劳工比率顶限(DRC),从1名本地雇员对7名工作准证持有者(WPH)或S准证持有者,下调至1名本地雇员对5名工作准证持有者或S准证持有者。
在2024年1月1日之后,外籍劳工比率超出新顶限的业者,将允许保留其现有的工作准证和S准证持有者,直到他们的准证到期。他们将不能为外籍劳工更新到期的工作准证或雇用新的工作准证和S准证持有者,直到他们符合新比率顶限的规定。
虽然目前每10家建筑公司当中,大约有9家不会受比率顶限下调影响,但是我们还是要敦促业者继续推进转型计划,以实现可持续业务增长并减少对外籍劳工的依赖。
逐步淘汰外劳配额(MYE)制度;
业者可以继续申请和使用其外劳配额,直到2023年12月31日。
已经中标或招标日期在2022年2月18日或之前的工程项目,将允许在2024年12月31日或其项目完成日期之前使用其外劳配额,以较早者为准。
