Remote ART Extended to Large Worksites and Latest ART-Positive (Ag+) Protocol (Chinese version)
远程快速抗原检测(ART)扩展到大型工地以及ART检测呈阳性(Ag+)的最新管理规程

目前,新加坡公民/永久居民和少于20名不住在客工宿舍工人的小型工地(即项目价值<300万元),只需完成以下其中一项检测便可进入工地:
在监督员的监督下在工地自行进行ART检测
上班前通过视频通话,在住家或住宿以远程监督的方式自行进行ART检测。

建设局将把远程ART检测扩展到大型工地(即项目价值高于300万元),新规定立即生效。
所有工地,无论项目价值和人员组别,现在都可以采用上述任何一种ART检测方式。
所有被委任监督ART检测的监督员都必须已完成新加坡建筑管理学院(BCA Academy)的培训,无论是负责在工地现场,还是通过远程方式监督在家里进行的ART检测。

如果ART检测结果呈阳性或无效该怎么办?
根据卫生部的指导方针,如果您没有任何症状,请自我隔离并监测您的健康。 72小时后,再自行进行一次ART检测(无需受监督)。如果检测结果呈阴性,您便可回去工作。如果检测呈阳性,请继续自我隔离,并在至少间隔一天内重复进行ART检测(即每天进行检测),直到结果呈阴性为止。请通知您的雇主您的ART检测结果。如果您在隔离期间感到不适,您应该去拭子检测计划(SASH)诊所就医。请参考ART 检测落实指南中有关处理ART检测结果流程的部分。

增加使用ART检测

Remote ART Extended to Large Worksites and Latest ART-Positive (Ag+) Protocol

Currently, Singapore Citizens/Permanent Residents and small worksites (i.e. project value < $3 mil) with less than 20 non-dorm workers are allowed to either:
Self-administer Antigen Rapid Test (ART) at worksite with supervision.
Remotely administer ART at home or place of accommodation with virtual supervision via video call before going to work.

BCA is now extending the remote ART administration to large worksites (i.e. with project value > $3 mil) with immediate effect.
All worksites, regardless of project value and type of personnel, can now adopt either mode of ART administration listed above.
All appointed ART supervisors must have attended the compulsory training at the BCA Academy, regardless whether ART is administered on site or at home with virtual supervision.

What to do if ART result is positive or invalid
In accordance with MOH’s guidelines, if you do not have any symptoms, self-isolate and monitor your health. After 72 hours, take another ART test on your own (does not require supervision). If negative, you may return to work. If positive, continue to self-isolate and repeat ART at least one day apart (i.e. daily) until result is negative. Please keep your employer informed of the ART results. You should visit a Swab and Send Home (SASH) clinic if you feel unwell during isolation. Refer to ART Playbook for ART Results Handling Workflow.

Increasing the use of ARTs
BCA is planning to increase the use of Fast and Easy Tests (FETs) such as ART to make testing more convenient and to replace the polymerase chain reaction (PCR) based Rostered Routine Testing (RRT). We are targeting to implement this from mid-October. For example, fully vaccinated workers living in the dormitories on 14-day RRT cycle will take an ART every 7 days, in lieu of the regular PCR tests. More details on the transition to FET will be shared closer to the implementation date.

改变方法管理冠病确诊病例曾到过的建筑工地

我国正逐步迈向与冠病共存的社会,为了避免工程进度因疫情而受到干扰,建设局推出新的管理规程以管理冠病确诊病例曾到过的建筑工地。一旦接获曾有冠病确诊病例进入工地的通知,建筑业者必须立即采取行动,无需展开停工安全检讨。

从2021年10月1日起,建筑业者将实施以下管理规程:
如果有冠病检测呈阳性(简称C+病例)的工人在确诊之前的7天内曾到过工地,分包商/建筑公司必须立即通知工地的主要承包商
主要承包商在得知工地出现C+病例后,应立即对C+病例去过的工地或受影响的工作区进行消毒。消毒报告必须在24小时内提交给建设局。
在工地发现C+病例当天算起,所有人员到工地工作前,每三天接受一次 ART 检测,为期 7 天(即在第1天、第4天和第7天接受ART 检测)。
确保所有ART检测结果都上传 到拭子检测登记系统 V2 (SRSV2),而ART检测记录(即工地所有人员的个人资料和ART检测结果)应保存在工地。

在2021年10月1日后提交重启工程申请的工地,必须遵守共用设施安全管理措施,以降低病毒在工地传播的风险
确保在任何时候使用工地用餐区、休息区和厕所的人数不超过该设施可容纳人数顶限的50%。
在每个共用设施外的明显位置,标示每个用餐区、休息区和厕所最多可容纳多少人。

建筑业强制实行抗原快速检测(ART)和接种或定期检测(VoRT)制度细节

建筑业的VoRT制度
配合卫生部在2021年8月13日的宣布,建筑业将在2021年10月1日实施接种或定期检测(VoRT)制度。所有还未接种疫苗者(包括那些身体状况不符合接种疫苗条件者)要是属于以下任何一个组别,将需要每星期接受2 次ART 检测:

建筑公司雇员(SSIC 41-43)
RW02和RW03下任何公司的雇员,
建筑业所有就业准证/S准证/工作准证持有者

*在公司办公室/总部办公的雇员除外。至于已经在轮流定期检测制度下接受检测的雇员,这项ART检测是14天PCR检测和7天ART检测以外的额外ART检测。

为强制性抗原快速检测订购ART试剂盒
从2021年10月1日起,ART试剂盒的订购和交付将由各别公司而不是由各工地项目执行。从2021年10月8日起,我们将停止接受各工地项目通过 https://go.gov.sg/bca-art-apply 订购ART试剂盒。


公司有5名或更多不住在客工宿舍,并且需要接受轮流定期检测的员工

Revised Approach to Manage Construction Worksites Visited by COVID-19 Positive (C+) Cases

As we move towards a COVID-resilient nation and to minimise work disruption, BCA will implement new management protocols for worksites visited by C+ cases. Industry shall take immediate action upon the notification of a C+ case, without the need for an Safety-Time Out.

From 1 October 2021, industry shall implement the following management protocol:
Companies that are subcontractors/firms shall immediately notify main builders of worksites if C+ employee(s) have visited the worksite within 7 days prior to their COVID-19 diagnosis.
Main builders shall immediately disinfect the worksite or affected work zone(s) visited by the C+ case(s) upon becoming aware of C+ cases at the worksites. The disinfection report has to be submitted to BCA within 24 hours.
Before commencing work at the worksites, ensure all personnel undergo supervised ART every three days for a period of 7 days (i.e. ART D1, D4 & D7) from the date of last C+ case on site.
Ensure all ART results are uploaded to the Swab Registration System V2 and the ART records (i.e. particulars and ART results of all personnel at the worksites) are kept on site.

Worksites with restart applications after 1 Oct 2021 shall comply with the following SMMs at shared facilities to reduce the risk of transmission on site:
Ensure that the number of persons using canteens, rest areas and toilets at the worksites does not exceed 50% of maximum capacity of the facilities at any one time.
Display the maximum capacity of each canteen, rest area and toilet at site at a visible place outside each facility.

Implementation Details on Mandatory ART and VoRT Regime for the Construction Sector

VoRT for Construction Sector
In line with MOH’s announcement made on 13 Aug, the construction sector will implement the Vaccinate or Regular Testing (VoRT) regime from 1 October 2021. All unvaccinated persons (including those medically ineligible for COVID-19 vaccination) who fall under any of the following categories will need to be tested twice a week using ART*:

Unvaccinated employees of any construction firms (SSIC 41-43)
Unvaccinated employees of any firms under RW02 and RW03
All unvaccinated EP/S Pass/WPH under the Construction sector

* Employees in corporate office/HQ based functions are excluded. For employees on the mandatory PCR RRT regime, the ART is on top of the 14D PCR and 7D ART.

Ordering of ART Kits for Mandatory ART
From 1 October 2021, the ordering and delivery of ART kits will be done at the individual firm level instead of project site level. The ordering of ART kits for worksites via https://go.gov.sg/bca-art-apply will cease from 8 October 2021.

Firms with 5 or more non-dorm employees on RRT regime
Firms would need to place ART kit orders for their own non-dorm employees at https://go.gov.sg/bca-artkits-request by 30 September 2021. Emails have been sent to eligible firms on 18 September and 25 September.
Firms with 4 or less non-dorm employees on RRT regime
An email has been sent to firms with further details on collection of test kits on 28 Sep 2021.

Firms which are unable to receive the kits before 1st Oct would need to procure HSA-approved test kits from any of the suppliers listed at https://go.gov.sg/bca-hsa-art-list.

Time-limited 8-week RRT for workplaces
For workers in corporate or office/HQ based functions who are not on the RRT regime, we encourage all eligible firms to participate in the voluntary Time-limited 8-week Rostered Routine Testing (RRT) for Workplaces, in view of the increasing number of COVID-19 cases in the community. Eligible firms may apply for ART kits by 13 Oct 2021. For more details, visit https://go.gov.sg/time-limited-rrt-art.

Extension of Relief Period under the COVID-19 (Temporary Measures) Act for Relevant Contracts in the Built Environment Sector

Given the continued challenges faced by the Built Environment (BE) sector due to COVID-19, the Government will extend the temporary legislative relief related to the BE sector to help firms tide through this period. The following relief periods under Part 2, Part 8B, and Part 10A of the Act will be extended to 31 Dec 2021:

Part 2 – Protection against inability to fulfil contract obligations due to COVID-19
Part 8B – Additional non-manpower related cost due to COVID-19
Part 10A – Relief for increase in foreign manpower salary cost
