Relaxation of Entry Requirements for Construction, Marine Shipyard And Process (CMP) Sectors Work Pass Holders

The Multi-Ministry Taskforce (MTF) and Ministry of Manpower (MOM) have announced further relaxation to entry requirements for Construction, Marine Shipyard and Process (CMP) sector Work Permit Holders (WPHs).

Removal of Entry Approval (EA) Requirements for All WPHs from 1 May 2022 (NEW)
From 1 May 2022, all fully vaccinated WPHs holding an In-Principle Approval (IPA) in the CMP sectors no longer need to apply for entry approvals to enter Singapore.

Launch of New Onboard Booking System from 1 May 2022 (NEW)
From 1 May 2022, all non-Malaysian WPHs holding IPAs (including those from Mainland China, Hong Kong, Macau and Taiwan), will be required to complete their onboarding programme at the MOM Onboard centres upon their arrival.
Employers must ensure that they have booked an onboarding slot for these workers through the new Onboard Booking system before their arrival in Singapore and ensure that they report to the Onboard centre immediately upon arrival.
Employers who have obtained an EA before 1 May 2022 for entry of their WPHs into Singapore on or after 1 May 2022 need not book a slot through the new booking system for these workers. A slot at the Onboard centre will be automatically reserved for these workers.

Reminder
WPHs arriving from sources with Pre-Departure Preparatory Programme (PDPP) available (i.e Bangladesh, India and Myanmar), will still need to undergo the two-day PDPP at source before arrival in Singapore.. For more details please refer to the PDPP webpage.

BCA, MOM, and EDB will continue to review the PDPP to ensure it remains relevant as the global COVID situation evolves.

Further Streamlining of Covid-19 Requirements for The Construction Sector

The Ministry of Health has announced further easing of Safe Management Measures. From 26 April 2022, the key changes for all construction worksites and supply work premises include:
Safe distancing and group size limit for employees will be removed.
TraceTogether and SafeEntry will no longer be required.
All restrictions on unvaccinated persons will be lifted. Unvaccinated persons will be able to enter construction worksites.
Mask wearing will be optional in non open-air workplaces if employees are in a static position in an area not used by customers, and not interacting with others. Employees are encouraged to wear masks when in doubt.

BCA has removed all sectoral COVID-19 rules for the Construction Sector since 15th March 2022. All COVID-19 workplace requirements for the Construction Sector are set out in the Workplace Safety and Health (COVID-19 Safe Workplace) Regulations 2021.

进一步简化建筑业的防疫规定

卫生部已宣布进一步放宽防疫安全管理措施。从2022年4月26日起,建筑工地和建筑材料供应场地的防疫规定将作出以下调整:
取消员工之间保持安全距离的规定和小组人数限制
不再需要使用合力追踪(Tracetogether)和SafeEntry 访客登记系统
取消对未接种疫苗人士的限制,他们将可以进入工地
如果员工在没有顾客使用的非露天工作场地,而且无需到处走动,也不用与他人/顾客交流,员工便则可自行选择是否要佩戴口罩。若有疑问,我们鼓励员工佩戴口罩。

建设局自2022年3月15日起已经取消了所有专为建筑业制定的防疫规定。建筑业只需遵守2021年《工作场所安全与卫生(冠病19安全工作场所)条例》所列出的所有冠病19防疫规定。

Further Streamlining of Covid-19 Requirements for The Construction Sector

The Ministry of Health has announced further easing of Safe Management Measures. From 29 March 2022, the key changes for all construction worksites and supply work premises include:

Mask-wearing will be optional in open-air areas as defined under COVID-19 (Temporary Measures) (Control Order) Regulations 2020. Nevertheless, mask-wearing is still strongly encouraged. In consultation with MOM, examples of open-air areas on construction worksites may include:
- The area under a cantilever roof with no sides.
- The area under an awning, or a retractable canopy, with no sides.
- Buildings or rooms with only walls constructed, without roof or shelters.

Mask-wearing will continue to be required for non-open-air areas. Examples of non-open-air areas at worksites include:
- Areas at worksites which are fully enclosed (e.g. basement, tunnels)
- Areas at worksites which are enclosed on all sides, including the roof (e.g. superstructure with walls and roof)

Safe distancing of 1 metre between each group of up to 10 persons is still required in all mask-off settings.

BCA has removed all sectoral COVID-19 rules for the Construction Sector since 15th March 2022. All COVID-19 workplace requirements for the Construction Sector are set out in the Workplace Safety and Health (COVID-19 Safe Workplace) Regulations 2021.

卫生部已宣布进一步放宽安全管理措施。从2022年3月29日起,建筑工地和建筑材料供应场地的防疫规定将作出以下调整:

根据2020年冠病19(临时措施)(管制令)规定,人们在户外场所可以选择不戴口罩。然而,当局仍然大力鼓励人们戴口罩。建设局与人力部讨论后决定,不必戴口罩的户外区域包括以下例子:
- 四周无墙的悬臂式屋顶下的区域
- 遮阳篷或可伸缩雨篷下的无墙区域
- 只有墙壁但是没有屋顶或遮盖的建筑或房间

在非户外场所则依旧规定戴口罩。工地上的非户外区域包括:
- 工地上完全封闭的区域(如地下室、隧道)
- 工地上四面封闭的区域,包括屋顶(例如四周有墙和屋顶的上层建筑结构)

在可选择不戴口罩的环境中,每组不得超过10人,小组之间仍需保持1米安全距离。

自2022年3月15日起,建设局已经撤销所有专为建筑业制定的防疫规定。建筑业只需遵守2021年《工作场所安全与卫生(冠病19安全工作场所)条例》所列出的所有冠病19防疫规定。

Extension of Support Measures for Businesses in the Construction, Marine Shipyard and Process Sectors

The Government is extending support measures for companies in the Construction, Marine Shipyard and Process (CMP) sectors in view of the continued manpower shortages and elevated business costs arising from COVID-19.

Extension of COTMA Part 10A for Construction Contracts
COTMA Part 10A will be extended for an additional 3-months, to 30 June 2022.

Part 10A – Relief for increase in foreign manpower salary cost
Contractors may seek a determination from an Assessor for the increase in foreign manpower salary costs of construction work permit holders (WPHs) due to COVID-19, for the period between 1 Oct 2020 and 30 June 2022.
An application for determination should be made before 31 August 2022, if the contracting parties are unable to reach an agreement on the adjustment of their contract sum.

We urge contract parties to agree on amicable outcomes for their contracts and to deepen partnerships, so as to ensure business sustainability and the longer-term resilience of the BE sector.

Extension of Foreign Worker Levy (FWL) rebate for CMP Work Permit Holders (WPHs)
The Government will extend the FWL rebate for CMP WPHs for another three months, at $250 per month for April and May 2022, and $200 for June 2022.

Removal of Period of Employment (POE) requirement for Man-Year Entitlement (MYE)-waiver
The Government will now make the removal of the minimum POE requirement permanent, in line with the dismantling of the MYE framework from 1 Jan 2024.
All incoming or renewal of NTS and PRC WPHs will no longer need to meet the minimum POE requirement to qualify for the MYE-waiver.
Prior Approval (PA) is not required to register for the Skills Evaluation Certificate (Knowledge), or SEC(K), trade test at Overseas Testing Centres. New workers who pass the SEC(K) will be eligible for construction work pass under MYE-waiver.

鉴于建筑、海事和加工业仍因冠病疫情而面对人手短缺以及人力成本增加,政府将延长对这些业者的援助措施。

延长冠病19(临时援助措施)法令第10A部分对建筑合同的宽限期
冠病 19 (临时援助措施) 法令 (以下简称“COTMA”) 第 10A部 分的宽限截止日期将延长三个月至2022年6月30日。

COTMA第 10A部 分: 帮助业者应对外籍人力成本增加
承包商可以在2020年10月1日至2022年6月30日期间,申请由评估员裁定所需调整的合同金额,以应对因冠病疫情导致外籍工作准证持有者的工资成本增加。
如果建筑合同双方协商后无法达成相互同意的安排,承包商必须在2022年8月31日之前提出由评估员裁定的申请。

我们促请合同各方致力寻求友好结果,合力深化伙伴关系,以加强建筑环境业的长远可持续性和韧性。

为建筑、海事和加工业的工作准证持有者延长外籍劳工税回扣
政府将延长建筑、海事和加工业的工作准证持有者的外籍劳工税回扣三个月,在2022年4月至5月期间每名工作准证持有者(WPH)的回扣额为每月250元,2022年6月为200元。

废除外劳配额制度中的最低就业年限限制
配合2024年1月1日废除外劳配额制度的决定,政府将永久废除最低就业年限的约束。
业者新引进或续聘的非传统客工来源国和中国客工时,可为工人申请豁免外劳配额工作准证, 工人将不必持有最低就业年限。
在海外考试中心报名参加技能鉴定或简称SEC(K)时,不再需要事先呈交批准函(Prior Approval)。通过SEC(K)技能鉴定的新入工人可豁免受外劳配额限制获得建筑工作准证。
