Literal definition: on a low start
Meaning: to be fully prepared to start doing something as soon as the command arrives or a need arises. The term came from athletics as a reference to the runners’ initial position before the start of the race, when they are ready to rush forward as soon as the signal is given. There is also another meaning of the phase: "to temporarily lack money".
